#3135455 BackupStatus: Change copies + time format to match the design + add external links

Changes proposed in this Pull Request

• Removed the copy on Non-backup on today to match the new design of Backup Status
• Removed the footer copies on days without backups, below the buttons (asked to design team)
• Change the time format to 0-23
• Add the external links to the copies (for now with _blank target)
• Extracted the button actions as a component

Note: No styles applied

Testing instructions

• Apply these changes
• Select a day with backup, check if the new time format is okay, 0-23 (set another TZ if it’s necessary)
• Check the external links on a failed backup (behavior: the link will open on a new tab)
  
• Check the action buttons behavior:
  • Success backup: both buttons are enabled (except if we don’t have credentials, the Restore button should be disabled)
  • No backups: both buttons are disabled
