#7599593 Add Writing Prompt notification

We are going to send writing prompts to a cohort of users.

This PR will add a notification that will display the writing prompt along with an Post Answer action to create a new post (with prompt embedded in editor).

Changes of note

• Added answer prompt note action type – this will allow us to add the Post Answer action button
• Added a prompt block template to allow us to customize how the writing prompt notification is rendered
• Added new icons for pinned (post answer to writing prompt) and the bell-off (silence writing prompt notification)
• Updated site notification setting to work with a site anchor – this allows us to auto expand on a specific site settings

Testing

You will need to apply patch code-D90182 on wpcom sandbox and follow test instructions on there to queue a notification.
